North Huntingdon Township would like to inform the community about several frequently questioned ordinances. Ordinance 503: Curfew: Parents and business owners are reminded that North Huntingdon Township has a curfew for minors under the age of 18. Minors are not permitted on the streets or to frequent businesses within the township from 10:00 PM until 5:00 AM Sunday through Thursday and from Midnight until 5:00 AM Friday and Saturday unless they are accompanied by a parent or legal guardian, an adult authorized by a parent, returning from, by direct route, a school related or church activity, a place of lawful employment, or in case of an emergency or where prior approval has been received from the Chief of Police. Minors may also remain on the sidewalk in front of their property or the neighbors on either side, with their permission. If a minor is found in violation, a citation is filed against the parents of the minor. If the minor is found frequenting a business, a citation is filed against the business owner or person in charge at the time of the permitted violation.
Skateboards: No person shall operate, or cause to be operated, any human powered locomotion devices on the streets, highways or public areas designed for motor vehicles use within the Township of North Huntingdon. Such Human powered devices for locomotion shall include but not limited to, skates, skateboards, sleds, tricycles, scooters, and related human powered devices for locomotion, but shall not include bicycles or other properly equipped pedicycles. Ordinance No. 703 & 704: Yard: Ordinances prohibiting the growth and other species of noxious weed, plant or undergrowth to exceed one (1) foot in height on any lot in a recorded or unrecorded plan of lots, whether residential, commercial or industrial, and which said lots are for use or used for human habitation. These ordinances are in effect Between May 1 and October 1 of each year. The owner of said property in violation of these ordinances shall have Five (5) Days to remove the high growth in order to comply. Failure to comply with these ordinances can result in the Township of North Huntingdon entering said property and removing the excessive growth. This cost, along with the fine of a minimum of One Hundred Dollars ($100.00), to a maximum of One Thousand Dollars ($1,000.00), will be passed onto the property owner not complying with the said ordinances. Ordinance No. 748: Property: North Huntingdon Township ordinance #748 places responsibility on the property owner for the sanitary conditions of property or premises owned or occupied by him/her. The ordinance prohibits any person from placing or allowing to be placed any refuse, nauseous liquors or other offensive or unwholesome matter or waste on his/her property, or any other property in the Township of North Huntingdon, unless in a proper refuse container for the purpose of waste collection. This also includes, but not limited to, stoves, refrigerators, washers, dryers, and all major household items left outside. Failure to comply with this ordinance can result in a Fine of from $100 to $1,000, and/or 30 days in jail. Ordinance No. 824: Vehicle Storage: An ordinance regulating the storage of vehicles, motor vehicle nuisances prohibited, storage of motor vehicle nuisances, inspection, authority to remedy non-compliance, hearings and violations and penalties. Said person in violation must remove the said vehicle from any roadway within the Township of North Huntingdon within a period not to exceed 48 hours. If left on any roadway after 48 hours, said vehicle shall be considered abandoned and the township may tow the vehicle at the owner's expense. If the said vehicle is on private property, the person has 10 days to accomplish one of the following: 1) Move said vehicle from the property (out of the Township, to a repair garage or to a junk yard). 2) Move the said vehicle inside an enclosed structure. To put under a tarp is not permitted. 3) Make the vehicle operable and have a valid inspection or registration plate on the vehicle. 4) Obtain a permit from the North Huntingdon Township Police Department at a cost of $50.00 per vehicle, which is good for 60 days, and can not be extended. ***Failure to comply with this ordinance can result in a fine of a minimum of $100.00 to a maximum of $1,000.00 and/or 30 days imprisonment.*** Ordinance No. 946: Pets: An ordinance regulating any person from keeping or harboring any domestic animal (i.e..; dog, cat, horse, etc.) within the confines of the Township of North Huntingdon so as to create offensive odors, excessive noise, (howling, barking, etc.) or unsanitary conditions, which are a menace to the health, comfort or safety of the public or otherwise permit the commission or existence of a nuisance as defined. Any person walking any animal on any Township street is responsible to immediately clean up after that animal. Also, no animal of any type shall run at large on any Township street or private property of another residence. The owner of the domestic animals violating the provisions of this ordinance shall be given time to totally correct and eradicate these conditions on their property based on the condition of the property as determined by the ordinance officer. The owner, while walking an animal on any township street or property of another, shall be responsible for cleaning up defecation right away. No animal may run at large on any Township streets or rights-of-way or on private property and any animal outside the confines of the property of the owner shall be leashed or confined in order to protect others who might be walking, etc. on any Township streets, rights-of-way or private property. Failure to comply with the provisions of Ordinance No. 946 may result in a fine of a minimum of $100.00 to a maximum of $1,000.00 for each and every separate violation and for each and every day that the violation or violations continue. Burning Ordinance: Burning in an approved container is allowed on Wednesday through Saturday from 9:00 A.M. until 5:00 P.M. Container must be attended at all times, must be covered with a screen or grate, be 75 feet from structures with an adequate water supply available. Open burning is permitted on Saturdays only with a burning permit from the Police Department. Nuisance Vehicle Ordinance: Vehicles which have not been inspected and registered within the past six months and that are in an unsightly or hazardous condition, as outlined within the ordinance, must be parked within an enclosed structure and cannot be parked in the open or on a public street. Garbage Ordinance: Property owners are responsible for the sanitary conditions of their property. Open storage or refuse, nauseous liquids, or any offensive or unwholesome matter or waste is not permitted. This includes but is not limited to, stoves, refrigerators, washers, dryers and all major household items left outside the dwelling. Grass Ordinance: Between May 1st and October 1st of each year property owners of lots used for human habitation, commerce or recreation must keep the grass, weeds, or undergrowth cut below one (1) foot in height. Domestic Animal Ordinance: Owners of domestic animals (i.e.: dogs, cats, horses, etc.) are responsible for keeping the animals in safe and sanitary conditions. Said animals must be kept in such a manner that it does not create offensive odors, excessive noise or unsanitary conditions, which are a menace to the health, comfort or safety of the public. No animal may run at large. Animals must be confined to the owners property, leashed or under the control of the owner. General Parking Ordinance: In addition to the parking restrictions outlined in the Pennsylvania Vehicle Code, no person shall Stop, Stand, or Park a vehicle on any residential roadway: when on a crest, sag, or bend, where there is not a clear and unobstructed view of oncoming traffic for 200 feet or more in both directions; any place where police determine it is creating a hazardous condition; Stand or Park a vehicle where there is not a clear and unobstructed width of the roadway for free passage of other or emergency vehicles; Park a vehicle across from a driveway where there is not a clear and unobstructed width of 20 feet; any time when restricted for temporary Street Cleaning, SNOW REMOVAL, paving, repair or other maintenance; in any turn around (Cul-de-sac) that restricts its purpose or interferes with SNOW REMOVAL.
